An enabling environment for development Good governance

Good governance goes beyond just how the state is run. It is about the way in which decisions are made within a state and policies are framed and implemented.

Good governance means transparency, effectiveness and accountability. It means involving the entire population and taking account of the opinions and needs of minorities and disadvantaged groups. It means providing all citizens with the necessary public goods and social services.
