“The headlines of the last few days should shake us all. Russia is attacking Ukraine more and more brutally. We are seeing the worst attacks since the beginning of the war. Every day, people are killed and injured. Every day, fear. For more than three years now, Ukraine has been fighting for its freedom, for democracy, but also for our security, for Europe. Germany stands in solidarity with Ukraine. Ukraine can count on our support.

And civilian support is just as vital as military support. That is why we are meeting in Rome today to take Ukraine's recovery forward. A strong economy is the backbone of life in Ukraine. Ukraine can only withstand the war with a strong economy. The people of Ukraine can only succeed in the huge recovery effort with a strong economy.

To that end, Ukraine's economy needs support – and financing, both public and private financing. Germany is working on that with Ukraine and with its European partners. Joining forces across Europe, we are launching a large European Ukraine reconstruction fund today. I am working hard to make sure that Ukraine and Europe will have even closer economic cooperation.

We need to act now. The consequences of the war will become much more expensive if we take no action now. Our efforts will pay off in the long term – for Ukraine, but also for us in Germany and the EU.”
