The aim of the cooperation is to modernise Uzbekistan’s public administration sector and strengthen its efficiency and responsiveness to citizens. The GIZ, on behalf of the BMZ, is advising the Uzbek government on developing and implementing reform plans that meet the principles of good governance, and on designing training courses for the administrative staff.

In two pilot regions, public services are to be improved at the local level, with the population being involved in the process. Possible measures may include setting up public surgeries where people can have their applications reviewed in advance, or an online booking tool for appointments in local administrative centres.

Special emphasis is on promoting the political and economic participation of vulnerable population groups, with a particular focus on strengthening the rights of women and girls.
