The BMZ supports the Government of Madagascar in its efforts to decentralise the governance system. The purpose of the two sides' cooperation is to improve the environment for local self-government, ensure adequate levels of budget resources for municipalities, and enhance the reach and quality of municipal services.

Among other things, the project therefore assists municipalities in increasing their revenue and in building their capacity through training.
