German development policy is becoming more strategic, more focused and more partnership-based. It will strengthen Germany’s role in the world and make international solidarity strong for the future.
We are living in a time of historic changes. The multipolar world is experiencing more conflicts and becoming more dynamic. I see these changes as not just a challenge but also an opportunity. An opportunity to strengthen Germany’s role and to make international solidarity strong for the future. I want a development policy that takes on responsibility, deepens international partnerships and is actively involved in shaping Germany’s role in the world. That means a German development policy that is more strategic, more focused and more partnership-based.
Germany’s development policy will be more strategic
The BMZ will increasingly differentiate in future between different forms of cooperation. Cooperation with emerging economies will be in the form of repayable loans. Grants will mainly be deployed where they are truly needed, in the least developed countries (LDCs).
Germany’s development policy will be more focused
The Development Ministry will increasingly target its resources. That targeting applies to both regional priorities and priority issues and sectors. Focusing does not mean relinquishing responsibility. It means discharging that responsibility more effectively – guided by a clear political strategy.
Germany’s development policy will be more partnership-based
The BMZ wants its cooperation with the Global South to be more on an equal footing: respectful, reliable, honest. Partnership also means being clearer about our own interests. Partnership-based development policy means being guided by values while also focusing strategically on German interests. That is the foundation of credible and effective international cooperation.
