All parts of society need to work together so that people today and future generations can have a decent life in an intact environment. That is why businesses, business associations, trade unions and workers are key partners of German development cooperation. They have a pivotal role to play in the necessary transformation of our lifestyles and economies. They are connected through global networks. They have an interest in sustainable economic development and functioning markets. And they bring to the table great innovative strength, expertise, efficiency and funds for investment.

The Federal Ministry for Economic Cooperation and Development (BMZ) works successfully with many companies and other private-sector actors. Since the beginning of 2024, all BMZ activities in this field have been brought together under the umbrella of the internationally focused Partners in Transformation programme.

Together, we will be able to foster successful development in our partner countries, paving the way for sustainable, just and climate-neutral economic growth.

Our focus is on three aspects when promoting sustainable economic development in our partner countries. First of all, it is important that the projects contribute to decarbonising the economy. Secondly, they should help to raise environmental and social standards at company level. And thirdly, effective implementation in the partner countries is a must.

Cooperation with the business community

Partnerships with businesses are all about short- to medium-term projects. They are implemented jointly by various actors such as businesses, chambers, business associations and trade unions, together with the implementing organisations of development cooperation. These partners work together on equal terms, contributing to sustainable development in the partner countries of German development cooperation.

Such development partnerships bring together the innovative power of the business sector and the resources and experience of partner countries and development policy actors. Additional funding is provided and new networks created. The partnerships foster mutual learning and the transfer of modern technologies to the Global South. They open up new markets and strengthen business relationships between the partners.

There are benefits for all involved:

  • Companies get access to funding, expertise and extensive development cooperation networks, both in Germany and in partner countries.
  • The innovative and financial power of these companies complements development cooperation efforts, thereby increasing its effectiveness.
  • Partner countries are in a better position to reach both their own goals and the internationally agreed Sustainable Development Goals (SDGs).
  • Trade unions and groups representing workers’ rights benefit from the exchange of experience and from the advice they receive from the partners with whom they work. As a result, they are able to campaign even more effectively for social and labour standards, and to promote the economic participation of women and disadvantaged groups.
  • Chambers and business associations from the German private sector provide support for introducing and raising environmental and social standards, and in the field of basic and advanced vocational training. In collaboration with their partners, they develop new and sustainable services in the partner countries and work to improve vocational training and financial inclusion.

Partners in Transformation What we offer

In 2024, a new “brand” was launched, bringing together all of the BMZ’s programmes for cooperation with the private sector under one joint programme: Partners in Transformation.

Some of the programmes provide advisory services and, in particular, support for the development of projects. Other programmes offer help with implementation and financing.

  • Agency for Business and Economic Development External link

    The Agency for Business and Economic Development (AWE) is the central point of contact for companies with regard to issues relating to development cooperation. It specifically promotes partnerships in countries of the Global South. AWE provides advice on support, financing and project development and puts companies in touch with potential partners around the world.

  • Helpdesk on Business and Human Rights External link

    The Helpdesk on Business and Human Rights is a support service provided by the German government. It is the right point of contact for you if you want to make your supply chains environmentally friendly and socially responsible. It provides free, individual and confidential advice on implementing human rights due diligence processes.

  • Up-Scaling External link

    The Up-Scaling Programme covers up to 50 per cent of the funds invested by SMEs in the “green technology” and “financial technology” sectors, provided that your business model has a positive impact on development. If your project is successful, you will be expected to repay the funding.

  • Chamber and Association Partnership Internal link

    Under its Chamber and Association Partnership Programme (KVP), the BMZ supports economic structures in partner countries, assisting them with organisational development and training measures. The projects are implemented by both the development organisation sequa and the German Sparkassenstiftung for International Cooperation (DISK (External link)).

  • ImpactConnect External link

    The ImpactConnect programme (formerly AfricaConnect) is active in all partner countries of the BMZ (except China). The programme offers German and European companies loans of up to five million euros for investments with a development impact.

In the past few years, various industry initiatives on the topics of food/nutrition, health, recycling and water have been launched in areas where the business sector has overlaps and connections with development cooperation. The Agency for Business and Economic Development with offices in Berlin and in Bonn was set up by the BMZ to provide the private sector with advisory services specifically suited to its needs.

The Agency operates at the intersection point between corporate business, business associations and development cooperation. It provides advice to private sector actors wanting to engage in work with countries of the Global South, thereby initiating new and innovative partnerships for sustainable development.
