More than 20 years after fighting ended in the region, Serbia is still hosting more than 26,000 registered refugees from Croatia and Bosnia and Herzegovina and about 200,000 from Kosovo (UNHCR figures). One third of them depend on welfare benefits.

One challenge for Serbia's economy is the fact that well-trained young people are leaving the country in hopes of better job and income opportunities in other countries, causing a national brain drain. However, Serbia is increasingly becoming attractive as a location for training and education for young people from neighbouring countries, where youth unemployment is often even far higher.

Thus, one goal of Germany's cooperation with Serbia is to create tangible positive effects for disadvantaged people (Roma, rural people, children and youth) and to give people better opportunities on the ground.
