The modernisation of administrative structures in Peru has not kept pace with the country’s rapid economic development. Despite the process of democratisation and the numerous reforms that have been under way since 2002, Peruvian government institutions are still hampered by inefficiency and a lack of acceptance by the population. Germany is assisting the government of Peru in its efforts to fundamentally modernise the state and to develop the capacity of its institutions.

The aim of this collaborative effort is to improve the access of poorer sections of the population to efficient public services. In order to do this, development cooperation activities are being carried out in collaboration with state bodies at the national, regional and local levels, and with civil society.

The focus is on important reform processes in the regions. These include improving results-based public financial management, restructuring social programmes and providing social benefits and services. Germany is helping to make public sector activities in Peru more transparent and strengthen state control mechanisms. In January 2022, Peru was officially invited to join the OECD. Through German development cooperation, Peru has received assistance with the preparations for joining and will also receive assistance for the accession process.
