Development policy needs to address the global challenges we are faced with: poverty and hunger, the climate crisis, environmental degradation, biodiversity loss, growth of the world population, increasing resource consumption, growing inequality, conflict, global displacement, and pandemics.

This broad range of challenges needs to be addressed in a joint effort and requires increased international cooperation with multilateral players and other donors – as became evident again most recently through the global COVID-19 pandemic.

With a view to the new way of thinking and the new course that this requires, development policy – which is a cross-cutting task for the policymaking of the entire government – has a key role to play, in line with the 2030 Agenda and the Paris Agreement.

Through its “BMZ 2030” reform, which it undertook in 2020, the Federal Ministry for Economic Cooperation and Development (BMZ) has increased its management capacity and effectiveness by significantly enhancing its focus in terms of areas addressed and partner countries, and by introducing new planning and strategy processes.

Among other things, the BMZ introduced a model of areas based on the 2030 Agenda and a partnership model for a total of 65 partner countries, in order to make its cooperation even more strategic.
