Support for decentralisation

Decentralisation can make administrations more efficient. The use of public funds can, for example, better be adapted to the needs of the re­spec­tive region. This also leads to greater political par­tic­i­pa­tion on the part of the rural pop­u­la­tion. Efficient regional and local public ad­min­is­tra­tions in the fields of law, education, health care and extension are key players in rural development.

Germany advises partner countries regarding legal and organisational aspects of the decentralisation process, above all in citizen participation, in the division of responsibilities between central government, the private sector and civil society, and in local authority financing. German de­vel­op­ment cooperation prepares these newly created administrative units and parliaments at regional and local level to enable them to perform their new tasks in the field of rural development, and supports innovative partnerships with the rural population.
