Fostering good governance –
advancing development

Good governance – an enabling environment for development

Progress and development are not underpinned by economic advancement alone, but also by good governance. "Weak" governments, arbitrary legal and judicial systems, corruption and poorly functioning administration are also massive impediments to development. Since the mid-1990s, good governance has therefore become a key concept in development strategies.


International agreements on the promotion of good governance

As an active member of the international community, Germany has emphasised the importance of good governance in a range of agreements and resolutions. In the United Nations Millennium Declaration (2000), the section on "Human rights, democracy and good governance" stresses the central importance of governance, democracy and the rule of law in realising the Millennium Development Goals. The closing document of the Monterrey Conference of 2002, the Monterrey Consensus, emphasises that "Good governance is essential for sustainable development".


Good governance – precondition for and goal of German development cooperation

The promotion of good governance is a key element of German development cooperation. The extent and form of Germany’s engagement in development cooperation with a given country depends on that country's development-orientation and internal political conditions. The greater the legitimacy and development orientation of the state's actors and the more stable its institutions, the greater the potential of development policy to improve the situation of local people.


Promoting good governance in German development cooperation

Promoting good governance means supporting partner countries in creating stable political conditions for social, environmental and free-market development, and encouraging the state's responsible use of political power and public resources. The aim is to enable state actors and institutions to shape policies which are pro-poor, sustainable and aligned with the Millennium Development Goals.
