Quality control: Monitoring the effectiveness of responses

Development cooperation projects and measures in the health sector, including HIV, address complex reforms and change processes. Often, their effects can only be verified over the longer term and with the help of various data sources.

Since the HIV epidemic and the state of research are constantly changing, measures to contain the epidemic that are supported by German development cooperation must also be continuously updated. The fact that many developing countries have no infra­structure for recording medical data, diseases and deaths is, however, problematical.

All German programmes in the field of HIV and AIDS are thus regularly reviewed to see whether they achieve their goals. The measures are then adapted in line with the conclusions drawn in the review. In addition, some measures are assessed by in­de­pen­dent bodies. In this way, mistakes can be avoided and the quality and effectiveness of projects and programmes can be steadily enhanced.
