Disaster risk management –
an integral and important part of German development policy

German development co­ope­ration sees disaster risk ma­na­gement as a key task in achieving sustainable de­ve­lop­ment. It is an integral part of Germany's com­mit­ment to reducing poverty. Here too, vulnerable so­cie­ties must develop their own abilities to overcome crises, just as they must in the case of crises with other root causes.

Because of this, the Federal Republic of Germany has taken on the task of sup­port­ing and promoting participatory development processes. All groups and in­di­vi­duals affected are involved in planning and realising a joint strategy. This is frequently integrated into the overarching goal of political and social transformation.

Climate protection is also an important aspect of disaster risk management. Germany therefore advises and supports its partner countries in this field, for instance through the "Climate Protection Programme for Developing Countries" and the advisory project on "Disaster Risk Management in Development Co­ope­ra­tion". Parallel to this, the Federal Republic of Germany promotes the use of renewable energies in developing countries.

Copyright: Edward Parsons/IRINOn behalf of the BMZ, the sector project "Disaster Risk Management in Development Cooperation" helps main­stream disaster risk ma­na­ge­ment in development pro­jects and programmes in high-risk countries. To this end, the project advises the BMZ with respect to de­ve­loping a portfolio in these countries that is geared to the imperatives of disaster prevention. It also supports BMZ in terms of po­si­tioning Germany at international level in the field of disaster risk management.

Support for international activities

At international level, Germany supports the Secretariat of the International Strategy for Disaster Reduction (ISDR) in Geneva. Germany contributes its wide-ranging development policy experience to the process of strategy development within the United Nations. The United Nations conventions that are closely linked to disaster risk management, such as the Convention on Biological Diversity, the Framework Convention on Climate Change and the Convention to Combat Desertification, receive financial and technical support from the German government. The concrete realisation of the conventions is supported within the framework of existing bilateral and multilateral development cooperation.
