With the USA to the north and the South American continent to the south, Mexico occupies an important geostrategic position. Its emerging economy is the second largest in Latin America; only Brazil's is larger. It is the twelfth-largest trading nation and the sixth-largest oil producer worldwide. Mexico clearly has ambitions to catch up with the world’s industrialised countries. At the same time, it is a country of extreme social disparities. Around one fifth of the population lives below the poverty line, and this figures is estimated to be as high as 80 per cent among the indigenous population. Crime, a lack of transparency, shortcomings in the judiciary system and severe environmental degradation all present obstacles to development.
Based on its political and economic significance in the region, Mexico is classified as one of the emerging economies with which Germany strives to work in close strategic partnership. Mexico is actively involved in international organisations like the United Nations and the Organization of American States (OAS) and is ready to assume more regional and global responsibility. Within the framework of the Heiligendamm-L'Aquila Process launched at the 2007 G8 Summit in Germany, Mexico is working with the G8 nations and other major emerging economies to develop solutions for key issues of financial, technological and environmental cooperation.
In accordance with the BMZ's strategy on anchor countries, published in 2004, development cooperation with Mexico was reviewed and adjusted to reflect the country’s financial capacity and human resources. As a basic principle of cooperation, no support is granted for measures for which Mexico is equally capable of providing its own inputs thanks to its growing economic strength.
Mexican-German cooperation concentrates principally on supporting political reform processes, transferring know-how and promoting concerns of global importance such as climate protection and resource conservation. Partnerships are also initiated with business (public-private partnerships) and with the academic community. Priority areas for cooperation are urban-industrial environmental protection and the promotion of renewable energies and energy efficiency. In the context of tripartite cooperation agreements, Germany is also helping Mexico to become an active donor in the field of development policy within Latin America.
