Central, Eastern and South Eastern Europe
TRANSFORM Programme
From 1994 to 2005, BMZ supported the more advanced reform states of Central and Eastern Europe, which were covered by the so-called TRANSFORM programme (Bulgaria, Poland, Hungary, Lithuania, Latvia, Estonia, Slovakia, Slovenia, the Czech Republic, Russia, Belarus and Ukraine). The aim was to advise these states on how best to put in place democracy and a social market economy. A total of almost one billion euros was made available for the transition process in Central and Eastern Europe.
A lot has already been achieved in terms of stabilising the region. So as not to jeopardise the remarkable progress that has been achieved in some places with transition, however, it is still important for bilateral donors and EU to keep up their commitment, for instance in countries such as the Ukraine and Moldova, and in Belarus, although this commitment is currently limited here.
The follow-on programme to TRANSFORM was launched in 2005 by the Federal Economics Ministry and the Federal Finance Ministry. It is implemented by the KfW Entwicklungsbank and concentrates on Russia, the Ukraine and Belarus. In Belarus, given the current political situation, activities focus on the private sector and on cooperation with non-governmental organisations.
