Moving closer to the EU and
supporting European development cooperation

At their summit meeting in the Greek city of Thessalonica in 2003, the heads of state and government of the EU gave al Western Balkan states a clear prospect of accession to the EU.

Croatia, Macedonia, Albania, Montenegro, Bosnia and Herzegovina, Serbia and Kosovo have signed Stabilisation and Association Agreements with the EU. Croatia and Macedonia have been granted the status of EU accession candidates.

Within the framework of bilateral cooperation the Federal Republic of Germany is helping these countries to move closer to the EU and to achieve EU standards in the fields of politics, industry and society. Within the scope of European development cooperation, these countries are receiving assistance under the Instrument for Pre-Accession Assistance (IPA).

Ukraine, Belarus and the Republic of Moldova, along with the Caucasus states Armenia, Azerbaijan and Georgia receive assistance under the European Neighbourhood and Partnership Instrument (ENPI). The EU offers these neighbouring countries increased economic and political cooperation.
