German Development Service (DED)


As of 1 January 2011, the German Development Service (DED) has ceased to exist. It has been merged with the Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) and InWEnt (Capacity Building International, Germany) to become the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).

The German Development Service (DED) was one of Europe’s leading human resources secondment services. It was founded in 1963 as a non-profit organisation. All shares were held by the Federal Republic of Germany.

The DED received its funding from the budget of the German Development Ministry. It was one of seven state-approved bodies in Germany that send development workers to projects in developing countries. This task will now be carried out by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).

In line with its statutes, the DED seconded development workers to government and non-governmental organisations in its partner countries in response to requests from the organisations concerned on the basis of framework agreements concluded between the DED and the governments of the respective countries. These development workers are professionally experienced and socially committed specialists who work on the ground in the areas of poverty alleviation, self-determined sustainable development, preservation of natural resources, promoting democracy and civil conflict resolution.

The DED helped partner organisations and self-help initiatives by providing expert advice, financing relatively small programmes and supporting local experts. It also organised the secondment of German volunteers for the United Nations Volunteers (UNV) and carried out work for the Civil Peace Service (CPS).

The BMZ commissioned the DED with the handling of the administrative and financial tasks associated with the development policy volunteer service "weltwärts"; the DED itself also seconded young people through "weltwärts".

All of these tasks will be carried out in future under the name of the new Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).

Since the DED was founded, some 16,000 DED volunteers have helped to improve the living conditions for people in Africa, Asia and Latin America.
