Scientific Advisory Council to the Federal Ministry for Economic Cooperation and Development
The Scientific Advisory Council advises the BMZ on all development policy issues. The Council is an independent body, whose members serve on an honorary basis; it produces scientific reports and comments either on behalf of the BMZ or on its own initiative.
The Council's statutes stipulate that it may comprise a maximum of 30 academics. New members are proposed by the Council and appointed by the Minister for Economic Cooperation and Development for a six-year term. Membership can be extended by four years.
The Council generally meets three times a year for consultative meetings and, in addition, members form various working groups, in which they draft comments on topical issues.
The Council currently consists of 21 experts from fields relevant to development policy. Topics tackled in recent years include state-building and the rule of law, the trade policy of sub-Saharan African countries and supplying drugs for people living with AIDS as a means of poverty alleviation. The pertinent comments of the Council are published in the "BMZ Special" series and are available on the BMZ website.
