Practical European cooperation

ECHO – disaster and emergency aid

The EU has set up a separate office, ECHO (European Community's Humanitarian Office), to provide humanitarian assistance in the wake of natural disasters and emergencies, such as flooding, earthquakes or warfare.

ECHO was founded in 1992 to provide rapid and flexible emergency aid. ECHO cooperates with more than 200 partners who have signed a framework partnership agreement with the EU Commission, including UN specialised agencies, the Red Cross, and other international organisations as well as many non-governmental organisations.

ECHO helps coordinate the transition from initial emergency aid to the subsequent phases of reconstruction and development, in order to better coordinate emergency aid and development cooperation.
